On 14 February 2017, China’s first export of low-pressure heater to Europe was fully equipped for delivery at Dongfang Electric Heavy Machinery Co., Ltd.—the nuclear power equipment manufacturing base of DEC Group.

Low-pressure heater (LPH) is one of the major components in nuclear conventional island for upgrading operation efficiency of the units. The LPH that applicable for 900MW units with a total length of 13.85 meters, is provided by DEC to EDF, one of the world’s largest nuclear power utilities, for replacement of CP1-series nuclear power equipment. This marks the very first procurement order of EDF to China after its adoption of global sourcing strategy, as well as the milestone for China nuclear to enter European market.

At the delivery ceremony, Zhang Xiaolun, President of DEC and Fabrice Fourcade, Vice President of EDF jointly cut the ribbon. Zhang Xiaolun pointed out that DEC and EDF will not be able to tie the knot without unswerving efforts that DEC made in the past five years or the consistent understanding and support from EDF. The cooperative history between the two in NI equipment manufacturing shall trace back to two decades ago in Lingao phase I project,one decade ago in Lingao phase II project, and then to Taishan EPR project. The self-designed and manufactured LPH delivered is the very first nuclear equipment order from EDF to China that in accordance with European pressure vessel instruction and French pressure vessel standard. It is expected that both parties enjoy more extensive, in-depth and closer collaborations with each other in the near future. DEC is in a position to provide secure, reliable and advanced nuclear power equipment to the rest of the world.

Fabrice Fourcade addressed that the project is EDF’s first attempt to procure from Chinese supplier, which symbolizes the true beginning of bilateral relations between DEC and EDF. During the construction process, both parties shall the common belief and value—security, competitiveness and outstanding quality. As the first order, it is of utmost challenge. Yet through mutual efforts, it is well done. The outcome demonstrates both DEC’s excellence as the equipment manufacturer and the further stage of cooperation between EDF and DEC as strategic partners. As a qualified supplier of EDF, DEC opens a broader prospect for future collaboration in France and UK.

Ever since the order was signed on 7 June 2011, DEC has been requested to design and manufacture is in line with European RPV PED instructions and CODAP standard, European PED system and CODAP standard respectively, and received varied supervisions and inspections from the regulator BV Group during the process. EDF, on the other hand, positioned the contract as a trial order to comprehensively assess DEC in product design, material formulating, manufacturing and inspection. All of these are brand-new to DEC.

During the project execution process, through repeated communications, problems related to design document investigation, key crude material procurement control, key manufacturing procedure are resolved accordingly. Through the execution of the trail order, DEC programmatically grasped EU RPV instruction and standard, got to understand the third party supervisory mode, upgraded product design and project management capability, which together laid solid foundation for both parties to work together for the next possible project.
